      a couple of weeks ago there was a discussion here about the Illegal shift penalty on Utah against Wazzu.

      The NCAA Resources released its newest rules video that addressed this rule but not specifically that play.

      This is a great video series if you want more insite into the college football rules.

      Have they done one on the new review process and how they can whistle a play dead making the team replay the down?
