The top candidates would be: Williams, Blackmon, Weddle, Bishop, Lusk, Scalley, and Larry Wilson.
Larry Wilson is Utah’s only Hall of Fame NFL player. But, he played 60 years ago. I love Blackmon and Marcus Williams is a stud. I love what Bishop adds to our current team. But, in the end – I have to go with Weddle. I believe he will be Utah’s next Hall of Fame player. (I really enjoyed watching Lusk in the early 90s. He was our team leader on the 1994 top-ten team.)

Out of your list, Lusk is probably my favorite, but I think Weddle was the best player. Here’s to hoping Bishop is consensus #1 by the end of his carreer.
If this is personal favorites/fun to watch factor and not best Utah Safety, I’m going with a ballhawk or big hitter. IMO because of his physicality and ability to separate players from cleats, Marquise Blair was fun to watch and a personal favorite. He also made that 2019 defense nasty and feared (so much that Jayden Daniels talked about it publicly), something missing in recent years.
While I agree with you, I think the game has changed. Those hard hitters, while fun to watch, were only getting us targeting calls and costing us games.
