If it weren’t for two factors:
1. After the antigen testing partnership was announced, Larry Scott crawled back in his hole and waited for orders from the Big 10, when it was obvious in early September that the Big10 was returning. Instead of contacting local governments and getting the ball rolling on a potential return, Larry chilled at home and collected bonuses. Then the dude has the nerve to blame it on local government restrictions when he hasn’t even spoken to a single person about anything related to restrictions or returning.
2. After the season was postponed — Stanford, Cal and UCLA just kinda threw their hands up and said “welp boys, see ya next year”. Chip Kelly went home to the east coast, and all the players just wandered off and did whatever. Meanwhile, the rest of the schools understood the situation was fluid, so they made sure their players were still working hard to be ready for anything. Consequently, when the green light was given on a season return, Cal Stanford and UCLA were caught with their pants down. And with that, the rest of the PAC12 was forced to push back another crucial week and start even further behind the rest.
Not to be dramatic, but f*** Larry and those three Cali schools.
