Well you could easily and safely allow 25% capacity, spread out the folks with empty rows and seats in between (and I don’t mean everyone is every other seat, rather groups (like a family) can sit together but apart from other groups, and require that everyone must wear a mask. If you get caught without a mask, you get a single warning, a 2nd violation and you are escorted out of the stadium.

I’m not saying it should be done like this, but since you said “don’t know how else to do it”, I thought I’d give an alternative option.

Kicking out belligerant fans who refuse to wear a mask sounds like a plan that will work without a hitch. Lesss goooo!

Well this is for Pennsylvania where there is an order from the Governor limiting outdoor events to 250 people.  Sounds kind of dumb to not relate that to capacity in some way.   250 people in my backyard is a lot different than 250 people in a college football stadium seating over 100,000!

You add up all the players on the complete squads, coaches, trainers, officials, chain guys, maintenance, facility, etc, that may by itself exceed the 250 limit.

Right, the teams probably travel with 100 people each and then there’s the grounds crew, officials, cameramen, security, etc.  I assume PSU can apply for a waiver for, say, 400 in a 100,000 seat stadium, but not 20,000 fans.
