Just cause they want Gary doesn’t mean he wants them.
Gary’s end game is Utah Football HC. Utah State doesn’t help him with that. Extra work, not a lot of extra money and he loses touch with people who can get him the Utah job.
IF he takes the USU job, it will be because he is told he won’t be the next Utah coach and he takes USU’s job and stays there forever.
BUT, Utah would be dumb to burn that bridge. You don’t have to tell him he is the next coach, but you don’t have to tell him he’s NOT the next coach either.

Also, if he goes there, BYU will quickly fall to a distant third in the state.

BYU-P can’t fall to third in the state. They’re currently fourth. Third would be an improvement.

You just contradicted yourself. Here you say it wouldn’t be much more money. Below you say “he’d get a big raise there.”
Also, it would be asinine for Harlan to promise anyone the future head coaching job. Whitt still has another 3-5 years left in the tank. Projecting who will be the best option for the head coaching job at that time (and promising them that now) would be a ridiculous thing for an AD to do. I suspect Gary is smart enough to realize that as well.
It’s possible that Gary just wants to be a head coach again. The most simple answer is usually the most accurate.

I understand GA gets about $450K at Utah and Utah State HC is about $1 million. Somebody correct me if I`m wrong.

You’re spot on. I’d bet USU could find 2 million per for Gary. He’d get a big raise there.

I suspect Gary is already out on the recruiting trail negative recruiting against Utah, just like he did while at Wisconsin and OSU.
