        They need to sit all these replay guys in a room and force them to review every one of these reviews until they can come to an agreement on what targeting is, and what it isn’t.

          It has been good for the most part. The NIU was clear to me but Thompson really wasnt defenseless. I understand it is to protect the tackler as much as the person being tackled.
