my conspiracy theory is that they are trying to deflate the pac SOS. Their nightmare scenario is an undefeated Washington losing a close game to Oregon in the P12 CCG. The pac 12 refs gave USC an extra 2nd quarter play after halftime. The teams came out from the lockerrooms and the pac refs announced there should have been 1 untimed down so USC got to kick a field goal. Which they missed.
