Utah’s recruiting classes have consistently been ranked by 24/7 as being somewhere in the 30s Link
There are other sites with different scores, but none of them (to my knowledge) ranks us anywhere near the ‘blue bloods’ of college football.
Kyle consistently does more with less.

What you are referring to is a descriptive, not predictive, statistic. It takes the summation of the game’s events up to a discrete point in time and tells you the obvious – but it is still based on the events in the game up to the point at which you are looking at it.

There was a 10 year period in the 90s when USC wasn’t USC because of consistent coaching deficiencies until Pete Carroll took over.

Are you referring to ESPN’s black box statistics? Until a formula is published for these, I don’t give them a lot of merit.
As far as Bayesian statistics, again, I’m unfamiliar with ‘time on clock’ as being a variable in any football metrics, Bayesian or not. Can you clarify?

You completely missed the point.
I didn’t include 2017 because it is statistically insignificant.
There is a top team and a bottom team in the Pac12 south. The other four are not statistically different from one another.
The only trend that can be concluded from winning percentage is the quality of recruiting.
Your expectations are irrational.

Your expectations are irrational. The only team whose in conference record matches your criteria also has had the greatest number of head coaching changes. So, you can’t equate in conference winning percentage with who the head coach is.

And, after some reflection – one could make a case that even UCLA’s record isn’t statistically different than the Arizona schools and Utah.
So, if you want Utah to have a 70% in conference winning percentage, you need to figure out a way to make Utah USC.

Curious why you arrived at a ‘winning conference record’ as the criterion for performance.
I took a look at the conference records of Pac12 south teams (average through 2016):
USC 0.703
UCLA 0.574
ASU 0.531
Utah 0.481
Arizona 0.389

No, this is the point. The ‘when and what circumstances’ are assigned by you, and are not predictive of outcome.
Throw picks, you increase your chance of losing – true in the first quarter, true in the fourth quarter.
